The study examined one of the most important functions of management, represented in the function of administrative planning within the bureaucratic organization, And through it, the study tried to uncover the role of the administrative planning process in developing the human resource. In order to reach the goals, the descriptive approach, the analytical approach and the simple random sample were adopted, As for data collection tools, the questionnaire technique was relied upon to arrive at the construction of table, To prove or deny the existence of the relation.
The study concluded concluded that bureaucratic procedures are an obstacle to achieving this goal, This is because the employee within the bureaucratic organization is deprived of the right to initiate decision-making, as the authority remains in the hands of the higher management of the institution, and the administrative planning apparatus in the institution remains far from developing effective plans and strategy that allow the institution to achieve its goals and keep pace with the changes imposed by reality.
