Abstract

Because humanity is a principle that is enshrined in all religions and cultures, the international community must take its responsibility to civilian victims of armed conflict. For this purpose the international red crescent works to reduce the suffering of the victims of armed conflicts and wars. On this basis, the United Nations General Assembly plays a leading role in the implementation of humanitarian relief through its regulations and recommendations in this towards all conflicting parties. It carries out international contracts related to humanitarian aid. It coordinates humanitarian work. The Security Council exercises its powers by exerting continuous efforts to issue its resolutions of a mandatory nature, and to carry out humanitarian aid the security council proceeds to preventive steps that can reach the use of armed force so that humanitarian aid is compulsory, which, together with the recommendations of the General Assembly, constitute a means of exerting pressure on the conflicting parties to respect the right of civilians to relief work. On the other side, these complementary works represent legal mechanisms for the implementation of humanitarian relief work and enabling civilians affected by the conflict to obtain assistance in order to overcome its effects, and continue to live in dignity.
