The common responsibility for protecting the human rights of migrants and refugees is one of the most important points in the New York Declaration 2016, which aims to adopt two global agreements on migration and asylum in 2018, to establish an international legal framework for the management of the two phenomena from a human rights perspective, to reduce the pressures on states and build their capacities, while recognizing the relationship of migration and the development and the need for international cooperation based on the foundations and standards of global migration governance, in order to protect and promote the rights of migrants and refugees. However all of these depends on the states' commitment to the content of the declaration and the two agreements, when the concept of state's security conflicts with indivual's security.
